Yes, you would deal slightly less damage from the off-hand weapon due to 2-weapon fighting feat, but I can't see that from keeping anyone/thing from letting you do it.</p><p></p><p>Also, Dual Strike is a level 1 Fighter at-will that specifies an off-hand attack.
