I was looking at the table in the PH and it seems a little on the generous side when it comes to certain terrain. For example, mountain terrain had a movement modifier of 2x, regardless of whether it was road/track. In 2E, the penalties were much higher - something like 6x or 8x for moving through mountains. Obstructive terrain also has a 2x penalty (underbrush, loose rubble, etc.), so I don't see how you could equate mountains with underbrush in terms of movement penalties.
