D&D 3E/3.5 The 3.5 impact on the True Necromancer

I was thinking in light of the new Mystic Theurge class, access to the True Necromancer prestige class is now viable two levels earlier at a character's 9th level, as opposed to a character's 11th level. This, coupled with the upgrade on the Animate Dead spell and the Control Undead ability for clerics and their ilk, would appear to have upgraded the True Necromancer prestige class significantly. In lieu of this, is this an optimal route for an NPC necromancer, or is their a stronger alternative in the 10th-12th level range?
