Its a melee spell attack even if applied at range, so you're not getting disadvantage if you're in melee, but otherwise I can't see much point. You just have to make it clearer that you need to be attuned to the implement to get any benefits of it.</p><p></p><p> Seals have text allowing you to learn further spells of that level.
