In particular, the "divine focus" ability allows him to cast divine spells, which may be chosen from the spell list of any divine spell casting class. Does this allow him to cast spells that are typically granted only through selecting a particular clerical domain?

Domain spells are not part of a particular spell list, they are bonus spells granted by the domain class feature. Thus a chameleon can't use them (which is not really a harsh restriction).
