Quick question.

You have a wizard who is not smart enough to cast high level spells. Assume his intelligence only lets him cast up to 4th level spells. So what happens when he gets hits 9th level?

Does he get the 5th level spell slot which he can use to mem a lower level spell? Could he use that spot to hold a Feat Stilled 4th level spell or would that not be considered a 5th level spell in regards to intelligence requirements?

Yes.

Yes. Metamagic feats (excluding Heighten Spell) do not change a spells level, only the spell slot required to cast the spell. (See PHB page 78)
