Now, huge numbers begin making pilgrimages to the old capitol in hope of bringing back the old order, lead by a mysterious "prophet" who whips up anti-Vallorean sentiment and yet who cannot be killed without causing an outright rebellion.</p><p> </p><p>Finally, the remaining Royal Satraps will not just accept the rule of these foreigners, yet openly opposing them would be foolish, and so they try to form alliances with each other, with the Giants of Marghan and perhaps the dwarves as well. The PCs must stop and divide them before they form a force powerful enough to undo the occupation.</p></blockquote><p></p>
