The same way 'guards' will have high chances to spot sneaky foes....it what a guard does. </p><p></p><p></p><p>So this is the classic "the DM can do whatever they want, as long as it is before the game?". So the DM can have the +10 foe as long as he says "Oh, I made this foe last Sunday".</p></blockquote><p></p>
