Wandering monsters are great. They put pressure on time and therefore healing surges, daily powers, and rituals.
Putting together an encounter on the fly is not so great. That's why I decided to put together lists (Heroic Tier only so far) of encounters for each monster.
The goal is 3 encounters for each level for each monster. Not all monsters will have an encounter for each level (e.g. one bulette is level 3), but still. A handy aid.
Here are the assumptions I'm working with:

Okay, anyway, it's tedious work. There are lots of monsters and lots of levels and I don't want to do it on my own. I'm sure that, once complete, it will be a great community resource. So let's all work together on it.
This thread is going to be where all the work and discussion is done, and then someone can make another thread compiling all the information (including a .pdf or something).
I am going to start posting some of the encounters I've already created. I hope you'll do the same.

- Keep page flips down to a minimum. I want to work with the actual physical books, and I don't want to have to flip back-and-forth between pages to run a single encounter. Two flips are acceptable; any more and it's no good.
- The only monsters that should be used are the ones from the MM and MM2 (since I have those books). This defines the D&D Points of Light gameworld. It also allows you to run the encounter on the fly without access to DDI. (I may have some "human xbowmen" in my encounters; oh well.)
- Monsters should be grouped with other monsters that fit with the theme.
