Depending on whether I remain as DM or not long enough to see the arc through, then my plans are that the heart is not an artifact but rather the combined essences that the Primordials gifted to the two brothers. Together their power cancels each other out so for the most part it's just a hunk of glittering rock that resembles a frozen fire in the rough shape of a heart. Skodi cannot regain his power until it has been released from it's frozen prison, which requires Yjolnir to reabsorb the power. Of course, there are other possibilities. Should someone discover how to unlock the frozen essence, they could feasibly absorb the powers themselves. But such would be the work of a lifetime of research and devotion to that one goal. Orosk and Tkadi, however, are both artifacts that I'd like to include in the game. I have a rough idea of having them be required in some way to destroy the heart. Haven't quite figured out what to do with them or how to include them but I wouldn't mind tying them both to the heart in some way so that neither can be used without possession of the heart, but only one of them can be wielded (or even kept on their person) at any one time. Yjolnir could indeed be woken by the heart. I have the intention of his body being quite massive and having laid for so long as to have become part of a small ridge. Imagine the PC's getting to the site of the epic event, perhaps marked by the still frozen statue of Cera, and touching the heart to the ground and the whole ridge getting up to greet them! Doing so, however, would be a bad idea as it would unlock the fiery heart and allow Skodi to regain his full power. Skodi, on the other hand, had his power torn from him, and so he was diminished in size to a mere large creature. I have the intention of making him a 9th-level solo elite in his current form. With the power of the heart, however, he would rise to somewhere around 21st+ level and be a demi-god.
