They're not like "guess the number or we'll get mad" bollocks like this is. This is absolutely quarter-baked thinking on the part of the writer. They were like "Oh a flat gate toll isn't progressive! Let's make it super-progressive by making it not only not be charge to poor people, but also to be basically the donation you make when you go to a UK museum!
