Balance is not the only value that matters in a game. If you want to give out that spell to all the elves in your campaign world, go ahead. You don't need any justification beyond the fact that you find the idea cool. Things don't need to be mechanically broken in order to justify fixing them. Giving your elves more powers doesn't need to be necessary for you to do it. Do it because you will enjoy doing it.</p></blockquote><p></p>
