He is certainly free to houserule otherwise to prevent such an abuse of the rules, but it must be borne in mind that a change ultimately remains just that - a houserule, nor does it change the fact that the rules do allow for such a combination, and this should be no replacement for the RAW if any rules-related discussion is to be a meaningful one.
