I will admit, there are no rules for tax rates, but that is something that is going to vary greatly depending on numerous factors, and so there isn't really a good reason to include it. But the rules do not provide any "NPC discount" and that is not because those rules are lacking, but because they are not intended.</p><p></p><p></p><p></p><p>Ah yes, all those patriots willing to spend massive amounts of money to imprison a single man.
