No everyone gains magic (there's still a bloodline component) but you can't activate your sorcerous power without drinking blood. The older the dragon, the longer you retain magical abilities. Young dragons, being easier to capture and hold, are sought as sources of blood: penned and regularly bled. Kobolds have found sleeping ancient dragons and slowly (gently) bleed them for their highly valuable and extremely potent blood.</blockquote>
