It looks like they have anchored themselves to buoys or are clinging to the network of wooden beams and posts that support the docks, tracking the guardsmen with hand-held cross-bows.</p><p></p><p>You can't see away to approach the ship with out attracting the attention of the Watch. You're pretty sure if you make a ruckus the sabotuers will set off their explosives immediately.
