Your "unknown factor" could be a person who has snuck in and looks like he's wearing a collar, but it's really an ordinary non-magical collar. Detecting such a person would be difficult, since you'd have to do it without using magic (or you'd cause a lot of undue pain in nearby inmates, and the magic would just be absorbed by the collars anyway).</p><p></p><p>Edit: (I keep thinking up more things related to this...) And inmates who have been there long enough would probably have been "trained" to the point where they don't want to escape. Somebody would end up dragging them to the door, telling them their collar is gone and they won't feel any pain, but they'll be so mentally damaged they won't believe and will be shrieking for a guard to come "rescue" them.</p></blockquote><p></p>
