The DM alone decides that. The only way it is a discussion is if it comes up in session 0.</p><p></p><p>Finally any Wizard, Cleric or high level Bard can cast Animate Dead, so building an Army of them is hardly unique to Necromancers. Necromancers Skeletons and Zombies are more powerful, and there are a few more of them (since he gets an extra one on every casting), but any Wizard or Cleric can do this.</p></blockquote><p></p>
