I'm not actually going to use this information in-game, but just curious in how to go about it anyway.
Looking over the various Dukes of Hell and Archdemons in the CC, their Will saves seem to cap in the 30s-40s. The highest is Grazzts at Will +42. So, an enchantment spell of, say, DC 90 would be near impossible for him to counter. The chances of him rolling 2 20's are .005% (why take a risk of 5% anyway?).
Dominate Monster = DC 10 + 9th Level Spell + Min Int Mod 4. 90 - 23 = 67. Yeah. Well, disregarding the ability to create such an item since the prereq INT is impossible (What, like 152?) to get and I don't know a way to get a save DC that high except through perhaps a Wish spell, said item. If used against those creatures, it would work in the desired manner*?
There's probably something in the Epic Level Handbook that would be helpful here but it's at home at the moment so I can't access it. Similarily, I wonder what the CR of a creature with a Will (or any other save) DC of 90+ would be.
