I want to build a character who flies on some kind of winged mount. What is the best way of doing this, and what is the best kind of tactics to use from said mount?

Some things I have thought of are ranger with bow specialty firing from dire bat animal companion.
Druid calling lightning from dire bat animal companion.

Fighter using ranged weapon from purchased or cohort flying mount

Wizard/Sorcerer casting spells from flying mount.

Not sure if Complete X has it, but the 3.0 Masters of the Wild had a beast rider class that could use all kinds of exotic mounts, provided a creature advancement path similar to 3.5 animal companions, as well as a few other specials.
 

Order of the bow initiate combined with riding skills and flying mount...........that's just mean......remember though if you build a flying char concept then your really gonna suck under ground and places where you can't take your mount......
 

step 1
Buy a ring of feather fall.

Step 2
Do Not forget about mounted combat's roll your mount's AC.

Step 3
Don't be worthless without said mount.

Step 4
Don't forget about you mount's minimum forward movement
 

Step 1: Buy a ring of Feather Fall

Step 2: Take levels in Ranger until you qualify for the Beastmaster PrC in Complete Adventurer. Only take a couple of levels of this (2 or so). Take the rest in Ranger.

Step 3: Take the Natural Bond Feat from Races of the Wild to up your Effective Druid level.

Step 4: Get a Large flying animal (Dire Eagle from Races of Stone) as your animal companion.

Step 5: Enjoy the Ranger Spell Arrow Storm from one of the Splatbooks.
