What you may NOT know is how effective a given choice is before you try it. Thats simply the interaction of character abilities with the game world which can vary from situation to situation. Assuming you have done something in the past with X chance of success and the next situation isn't meaningfully different in any way then you should be able to achieve similar results. </p><p></p><p>If the situation changes or there is information you do have yet, then an ability might not have the effect or impact you were hoping for. Player agency entitles the player to attempt anything, it does not entitle them to expected outcomes. Players often need to interact with game world to gain information and achieve results. Engaging strictly with mechanics only won't get you very far. </p><p></p><p>You have to base any tactics employed on what you know.
