That way it's easier to interpret how the levels stack (for the purpose of being flanked by high level rogues).A Rogue 5 would be able to qualify for this class, and would normally be only a few levels away from Improved Uncanny Dodge. If you just gave "stacks with Uncanny Dodge", he'd get it a little late, but nothing too bad.
