We had one for the old World of Darkness that never let us spend XP. When challenged on this he said that if he allowed spending then he would have to be 'less generous with XP'.... He typically gave less than half the suggested XP. Halfway through his third adventure without being allowed to spend XP he discovered that he had no players.But, if you are having fun then have at. Perhaps you enjoy the extra challenge.If not... find another game, maybe? Or, if you aren't the only one having problems, perhaps have a sit down between players and the GM?
