Right now she is being offered a choice between bad (fighting and instability in the north that will leave little opportunity for people to act on their own wills) or pretty good but not perfect (Silver Marches offering people defense while allowing them to pursue happiness in the way they see fit) and she seems to be opposing the latter simply because it isn't perfect.
