Thanks for the summons! Very cool (get it?). I like the breath weapon double-save and spending LAs to recharge it - both are excellent at making it harder to avoid without being unfair. It feels too expensive but it probably isn't. But I just realized: why aren't LAs tied to the number of players? I know that's extra gamey but it would potentially help thibgs out vs. different size groups. Rakhasha or no, my personal opinion is that denying a player the ability to participate is not something I would do. Maybe that makes sense for a Rakhasha somehow: but it's too strong for a dragon IMO. If I were running it, I'd give the dragon a permanent antimagic field instead, and change it to be able to be suppressed for one round by a successful Dispel Magic. That has all the same style and flavor, avoids the wording about suppressing magic in range (spell already does it), and gives casters a way around it at the cost of an action. It's a puzzle to solve instead of a stop sign. I'm still not a fan of having Reactions be a specific thing, because Reactions can be blocked. I might make all of those things "draconic actions" instead, and allow them to be bought with uses as a Reaction, or used elsewhere. It might seem similar but it avoids Reactions being shutdown ruining half your kit (killing Reactions shouldn't be that powerful). Either way: buying full cleanses for LAs is a great mechanic and should probably be standard on tier 4 legendary monsters instead of loading up on immunities. Yes, it gives players time to act on those conditions, but again: this makes it a strategic puzzle for the PCs with lots of solutions instead of finding the perfect single key. Love these ideas! Keep em coming!
