D&D General to-hit bonus based on Hit Dice

well, (( HD value +Con mod ) x Level ) / 10
so, a Fighter with 18 Con and of 4th Level would have a to-hit of (( 10 + 4 ) x 4 ) / 10 rounded down to +5
and a Mage with 10 Con and of 4th Level would have a to-hit of (( 4 +0 ) x 4 ) / 10 ===> +1

is this broken somewhere ?

I haven't done the comparison, but why the change?
I'm assuming ability modifiers are ignored for the purpose of 'to hit' and likely only affect damage.
