Anyone have a ruling on how the 17th level monk ability works?

It allows you to speak with any living creature, would that allow communication both ways, or does it just allow you to speak with them?

We use that it allows two way communication, but only with things that normally speak.

My monk (low int) doesn't even realize he's doing it. He does wonder why everything suddenly learned to speak elvish tho.

Well, if it can't speak back... it can't speak back. But it can listen.

I would imagine that it means that the creatures can communicate in their "language" so you understand, limited to their perception of everything. But I guess you could rule that they only hear and understand.

Otherwise, heck, I "speak" to all living creatures. Whether or not they listen or talk back is different.

If you put it like that: I can speak even to walls (and sometimes, this will have the same effect as speaking to people.)

The preposition "with" gives the meaning of two-way communication. If the intent had been to only allow others to understand the monk regardless of known languages, the wording would have been "speak to".

That being said, I agree with the ruling that in order for the communication to be two-way, the living creature in question needs to have the capacity for verbal communication.
