Using up feats or talents for promotions is a crazy idea.  It’s not even wrong, it just shouldn’t be considered.  This system, adapted from Blood and Guts by Charles Rice and RPGObjects, presents a system where a player may advance in rank by achieving glory for his government via the acquisition of medals.  This makes Rank almost a roleplayed concept.  The Promotion CheckPromotion Checks are made at the end of each story arc, as determined by the GM.  Alternately, a character may make the check whenever gaining a level.  (That, however seems to be a bit too often for my taste.)
