Could you use a tower shield without proficiency and full defense?

Add this to a KoK PG feat (Guardian) and you got the perfect bodyguard.

I suppose that as long as he has no need for any str or dex based checks, or attack rolls, he should be all right.

By the rules: yes. Though as a DM I might be very tempted to forbid it. Then again, readying and removing a shield takes some time and a towershield is not something that is particular helpful to dexterity checks and attackrolls even when you are proficient with it.
