Maybe even three small skill challenges, each representing one of the tests. Basically you could use the guidelines to create skill challenges in the DM´s guide. I don´t remember them very well but first of all you should define the nature of the challenges. Maybe the players could participate in a zeppelin race at first, then a paper chase of sorts, hunting for clues to a riddle in the city (and thereby getting to know it better). Maybe they have to search a shop owner who sells one very specific ingredient that is needed for a ritual which they have to cast at the end of the contest? The research part would give the characters with high ranks in Knowledge skills something to do. The last one could even be a combat challenge, maybe the city has a small arena?Whatever you do, have fun!</blockquote>
