Trying to get a good grip on Hover

Ok, I'm preping a serries of fights with dragons that most, if not all will have the Hover feat and I'm not a 100% on how it works.

Is going into a hover a Move Equivalent Action or can it be done at the end of a move leaving a standard action available after the dragon starts hovering?

Sorry if this has been covered, I looked at about a 2 months worth of threads and didn't see anything.

It seems it simply allows a creature to stop moving in the air, without falling. I don't think it takes move action to go from a move to a hover.

In aerial combat, I would think this is important, because unlike on the ground, unless you have the hover feat, you have to maintain your minimum velocity. This would mean (if you didn't have hover), you'd move up to an opponent, attack him, your round ends, next round you'd have to move, whereas if you hover, you get a full attack. Without hover, if you attack in that second round, and then move, you'd draw an AOO.

Actually the description of the feat in the MM says that while "flying, the creature can halt its forward motion and hover in place as a move action."
