So to answer your question, yeah you could do all that and unless this is some sort or rule your GM purposely proposed to keep you from blasting away his weaker undead at the minimum level of 6 (or 9th if you took Extra Turn anywhere in there), that's not the way the rules read at all.  As for the Exalted Turning, I don't have the book with it handy so I'm not sure how the text reads for it.</blockquote>
