UA spell Points Question

Sorry if this has already been covered before but we are trying to figure out the calculations made to the spell point system. We use the system where the sum of (number of spells times the spell level), double that and minus the total spells should equal the # of spell points. Well it doesn't. So is there something I'm missing?
I.e. 5th level wizard with 16 Int has 4,3 and 2 spells of 1st,2nd and 3rd level respectively. This comes out to 4+6+6 = 16 multiply by 2 = 32 and minus total spells (9) = 23. The book states 25. Also we have a 6th level cleric with 16 wis and our spell points come to 31 and the book states 33.

Is there a reason there are 2 more spell points?

Also is there a way to do spell points on zero level spells?

Spells - Allotment vs Points

Okay... a while back, my party did a comparison of a Cleric, Druid, Sorcer, and Wizard at 12th level, using the point method versus spell allotment. This is what we found... While some differences among arcane there is a severe discrepancy with the Cleric.

The cleric really gets nurfed!
 

Please explain how the cleric gets nerfed. Right now we have a cleric and a abjurer and both have the equal number of spells. The way we balanced it was that the abjurer had a bonus spell of that school every level and the cleric had her spells of every level. It works out just the same. In fact we have been using the spell regeneration with the exhaustion stuff and it works great.

We also found that it works better for the cleric in healing because you can use 3 1st level spell for one point each (3d8+3) instead of 1 2nd level spell (2d8+3) for 3 points. We are able to heal up the party completely without loosing all the clerical spells.

I do not see why the cleric would be different than the wizard as their spell progression is the same. People are so used to having that extra domain clerical spells over the unspecialized wizard. But if you adapt those in as a 1/day spell like ability then things equal out.
