It would be a pretty serious level adjustment, but with an Intelligence of 13 (11 for Umber hulk, +2 for Template) I could see a Half-Dragon Umber Hulk being a PC in a campaign world that would permit such a thing.  I'd like to add that in the fluff for the 'Truely Horrid Umber Hulk', it states that these creatures may be found in the service of evil dragons.  With how easily dragons seem to procreate with all other species, the existance of a Half-Dragon Umber Hulk sounds pretty reasonable.  In as much as anything within D&D sounds reasonable.</blockquote>
