Necklace of Adaptation

This necklace is a heavy chain with a platinum medallion. The magic of the necklace wraps the wearer in a shell of fresh air, making him immune to all gases and allowing him to breathe, even underwater or in a vacuum.

Casting spell? Definately.

Sepaking? Yes, but your voice would not carry very well to anyone else underwater, since there would be water between you and them.

Actually, sound carries very well in water, it is just the load impedance of water is so high that most sounds made in air is dampened significantly in water.
