I don't know if they eventually said they were going to try to turn all the werewolves but I am pretty sure it was stated that the elder blood was to turn Michael. When Selene told him a bite would kill him in the car she already knew he was bitten by a werewolf, she said that nobody could survive being bitten by both (she didn't know anything about bloodlines or history at that time). In the movie a bite from either group turned you into that group a bite from both groups would be fatal, unless you were of the original bloodline, like Michael was (also like the ancient vampire who was awoken by werewolf blood at the end, they made a point in the movie to say he was a direct decendant of the original vampire).[/SPOILER]</blockquote>
