Universal RPG converter?

I remember hearing about a book that was like a rosetta stone of RPGs, supposedly. I don't remember who put it out or anything, but I seem to recall that it came out in the early '90s. Does anyone know what this is, or have more information on it?

There was a print producted called Data Con a while back that provided tons of charts.

Conversions were... interesting to say the least.

Hm. Maybe that's what I'm thinking of.

Interesting, huh? Were they bad conversions, or were they just wacko?

Some seemed okay but others were just out of control. Part of this is that some game systems had limits on how high stats could go and others didn't.

Made conversions very difficult I'd imagine.
