One of the US prereq's is:
Ability to cast 1st-level arcane spells, including
at least two divination spells.

Does this mean he has to be able to cast two first level divination spells?

Or can the two divination spells be of other levels (like, 0, 2, 3, etc.)

My take on this would be that he needs to be able to cast at least 1st-level arcane spells, and two such spells of 1st level or higher would need to be divination spells.

That is, if he had one 1st-level divination spell and one 2nd-level divination spell, that'd qualify, but not if he had one 1st-level divination spell and one 0-level divination spell.
 

Strictly by RAW it seems that you need two 1st-level divination spells. Though IMHO Alzrius's interepretation is reasonable enough.

But that "strict" interepretation is not so difficult to fulfill. If you are a wizard or other arcane caster who use s spell book, you can easily add additional 1st-level divination spell or two on your spell book. If you are a Sorcerer, Beguiler or similar caster, taking Heighten Spell feat can be a good idea. Now you can cast 1st-level version of Detect Magic & Read Magic.
 

I'm going in with Bard, and no feats to spare.

I've got two divination spells at lvl 1, but was planning to sacrifice one of them at lvl 8 for another spell.

Guess I'll have to replace another one.

Also, I'm trying to get this PrC into a PCGen data set, and would like to get the requirements right....
