I could see like <em>a</em> new “free” city-state, but I doubt we’d see a lot of new ones, and certainly not ones ruled by non-sorcerer-kings.</p><p></p><p>Not a chance.</p><p></p><p>This just comes off as out-of-touch yelling at clouds.
