If the god in question has the item creation feats and the needed spells to make it then he can do it just like any mortal could (Heironeous being able to grant cleric spell would have the entire cleric list at his disposal and his domain and can use Miricale to duplicate wiz/sorc spells of 8th level or lower i think he has the casting ability to do this.) Though he doesn't have any item creation feats take a look at his Alter reality ability (he could also use it to mimick any 9th level spell he wanted too), specificly the 3rd note in it "The deity can render a magical or supernatural effect permanant...."something tells me Heironeous could very easily make this artifact</blockquote>
