Urd character feasability ?

Weather +2 LA if fair depends really on how often flight will be useful and how available it or similar abilities such as leveitate are. If you fight often in cramped tunnels for instance flight isn't all that great.

+2 LA seems pretty fair given the nice ability modifiers but I proably wouldn't want to play one.

You can always adjust the LA after a couple sessions if it seems inappropriate.

Races of the Dragon has a feat that gives a character wings, must be taken at first level by a kobold. At first they just let you glide,but at 6th level you can take other feats to improve that later.

Just to make mention...

You really can't drop the racial HD. The Urd may be LA+1, but it's ECL +3. The minimum character level for an Urd PC would be 4: 3 from being an Urd, plus 1 for the class level.

It would also have 4 + (2 x Int Mod) Skill points to spend (minimum of 2), and one feat before taking the class level (which would give it an additional feat and the class's 1st level skill points).

How about:

Regular Kobold, 1st level feat = Dragonwrought Kobold
3rd level feat = Draconic Wings
6th level = Improved Flight

These are all from Races of the Dragon, I believe. The net effect is Good flight at level 6.
