Use Magic Item - Item

Has anyone ever tried to create a magic item to give a skill enhancement to "Use Magic Item"? I would think the spell prereq's would have to be something fairly high, such as "Imbue with Spell Ability", but even that is not mimicking the entire skill.

I sure haven't. None of my player's have ever asked for or tried to make one, and I've never found a call for it for any NPCs. If I was to make one, I'd probably just use the formula in the DMG and T&B but double the cost.
