Suppose an 18th level Eldritch Knight uses a Magic Action to cast Fireball from a Staff of Fire (without using a spell slot), and then uses Action Surge to take the Attack Action. 18th Level Eldritch Knights have the Improved War Magic feature, which states: Can this Eldritch Knight cast Invisibility as part of the Attack Action taken via Action Surge? Clearly yes, because the Invisibility spell is being cast with an Attack Action, and Action Surge only forbids taking the Magic Action. I don't see the Ready Action situation as meaningfully different. Contrary to readying an action to take later, readying a spell has separate rules that includes casting the spell. In other words, the act of readying the spell includes casting the spell. The act of readying a spell is the Ready Action (that's what it's for!) which means that the included spell casting is part of the Ready Action. Just like with the Improved War Magic feature, this is in no way forbidden by the prohibition against taking the Magic Action with Action Surge--the text of the Ready Action neither explicitly requires (nor permits!) taking a Magic Action when readying a spell. I am aware that the Ready Action contains the "as normal" language that is not found in Improved War Magic, but reading "as normal" to both (a) impose the requirement that the caster must be able to take the Magic Action to ready a spell, and (b) simultaneously exceptionally permit the caster to take the Magic Action despite having no actions left, is, in my opinion, quite a stretch. It seems particularly odd to me to read so much into "as normal" to try to shut down casting via Action Surge/Ready Action when Action Surge/Improved War Magic definitely works yet poses the exact same challenge to the apparent intent of the new restriction against using magic with Action Surge.
