Using the Horn of Valhalla in Jötunheimr (Jotunheim), what would be summoned, the normal low level barbarians or something more powerful?

The exact same old thing. Valhalla remains its own separate plane despite Jotunheim also being of Norse origin (/inspiration).

You could just have more warriors show up - or, as an added bit of fun, they don't actually appear out of nowhere. They come running from around the corner.... still drunk.
