Okay, so I haven't quite figured out power source or flavor yet, but I do have an idea for a class feature.

Bounty
As a minor action, you may place a bounty on a single enemy within 10 squares. You may only have a bounty on one creature at a time. Whenever you place a bounty on a creature, any previous bounties placed on other creatures disappear.
Whenever an ally deals damage to an enemy with a bounty on it, that creature gains temporary hit points equal to your charisma modifier. Whenever an ally deals enough damage to reduce a creature with a bounty on it to 0 hit points, that ally may spend a healing surge.

Any thoughts on what direction I might take this class in based on that much I have so far?

Can you explain what is happening visually? I can't see how being a bounty would make you heal when you're hit... unless you mean the ally gains temporary hit points, not the bounty?

It looks like leader material, both because of the healing and because it affects allies rather than yourself. The name bounty seems wrong, unless you're playing on the double meaning of bounty. Maybe a divine leader who declares a certain target to be an enemy of the faith?

It's also worth thinking that every time the party fights a solo, they're going to be receiving this benefit with every hit.
 

As written, this seems to be very overpowered as a class feature. Consider the battlerager, which has a similar power (+Con temp hp when you hit with certain powers, or when you get hit) and is almost universally agreed on to be significantly overpowered (just look at all the battlerager threads on this board and the official WotC boards). This is potentially even better, because you can give temp hp not just to yourself but also to your allies. And on top of that, you get to spend a healing surge every time you kill a monster.
 

Okay, how does this look:

Wanted: Dead or Alive
Whenever an enemy attacks you, you may place a bounty on that enemy.
Whenever a creature hits an enemy that has a bounty on it, that creature gains a +1 bonus to defenses until the end of its next turn.
Whenever a creature's attack reduces an enemy with a bounty on it to 0 hit points, that creature may spend a healing surge.
