I got a better idea Above the South Pole of Venus is a Polar Vortex. What if it was a gateway to another parallel plane of Existance, a parallel Solar System where magic exists. Instead of postulating a change and a memory gap, What if we just have an uninhabitable Venus at one end of the gate and a habitable Venus on the other? The gate is only activated when a living creature enters the vortex, the gate opens and transfers the creature and whatever vehicle it is in, from one Venus to the next. Unmanned space probes don't activate it, therefore the gate is only discovered when their is a manned expedition in Venus' upper atmosphere which explores the polar vortex. the South Pole is also a convenient place to explore, because the two Venus' have two different rotation rates Our Venus rotates backwards once every 243 days, the other Venus rotates backwards once every 24-hours. There is a goddess responsible for making these changes in the parallel universe, there is also an Earth in this parallel universe, but it is non-technological, doesn't emit radio waves. The first explorers from our Universe can only observe this second Earth through a telescope from the other Venus, it looks like our Earth, all that is seen is the day side. No radio waves or other transmissions are detected coming from it. With some ingenuity a probe is sent to this second Earth, it is very expensively launched from the other magical Venus, there are buildings, some agricultural fields are detected, nothing industrial, satellite images of ships under sail are detected on the oceans, it appears the scientific revolution never actually occurred in this parallel Earth, but NASA is busy exploring this other Venus at the moment, various nations are setting up colonies on the surface of the magical Venus, but the natives do have something to say about it, as their are spell casters among them. Spaceships have to fly through the South Polar Vortex to get to this habitable Venus, to go back to our Earth, they have to ascend through the Polar vortex into the upper atmosphere of our Venus and then rocket into orbit where a mothership awaits to take it back to Earth. Magic is inoperative in the in the hot house venus and our earth, it only operates in the parallel universe of the other Venus. So Earthlings don't come in knowing a lot of spells, the natives have magic, but they lack technology. Technology works just fine there so it sort of balances. Getting to Venus from Earth is a bit expensive, so Earth colonists find themselves outnumbered by native spell casters and other fantastic denizens and creatures of this world, that some magic using goddess put on this planet after altering it to make it habitable.
