Actually, the Gur and Vistani are essentially the same race (as are the traveller peoples of Greyhawk, and all other settings). The link between these two races is confirmed in respect to Sybil who is herself Gur, but who is treated as Vistani by the Vistani themselves in Ravenloft. Sybil's gifts with the sight are enhanced in Ravenloft as well - making her as powerful as a regular Vistani seer. Inversely, this implies that Vistani who leave Ravenloft will find their powers diminished (but not removed completely) The travelers have many names on many worlds, but they are all the same people. The best way of looking at them, is each of the distinct traveler groups are extended tribes. The Gur are the Faerunian travelers, while the Vistani are the ones found in Ravenloft. Trace their lineage back far enough and you will find their root ancestry is the same. With that being said: Even though you are essentially "Vistani by another name" - a Gur character will not gain the ability to use the evil eye or the sight, as only a handful of Gur have this ability (with all PC Gur lacking this ability). Theoretically, such characters are potentially capable of using the evil eye and other Vistani powers - but would still be unable to do so for one simple fact: None of these powers are listed within "Curse of Strahd (appendix A)" As these powers are not listed within an "allowed rules source" for the character, such characters would require special campaign documentation (such as a certificate or website article) in order to use them. No such certificate or article exists at this time. Regarding how Madam Eva, the Vistani, and Strahd would react to the PC: The only "in" that such a character would have with Madame Eva is that she would treat them as distant kin and would not be willing to harm them. Such characters might be invited to stay with the Vistani permanently once they fulfill their role in Madam Eva's prophecy, and providing they respect their laws. Strahd or his agents would not harm said characters either, at least until such times as they thwart him and lose their protection. The Vistani (as a people) are always welcome in Barovia.... but individual Vistani may lose that protection. For one thing, Strahd may approach said individuals and ask them to spy for him, invite him into the party's dwelling, etc.... If the Gur PC refuses, Strahd would most likely lash out in fury and curse the PC, saying they are no longer Vistani in his eyes, and from this day forward - are no longer under his protection. He would then inform his personal spies that X PC is no longer under his protection, and warn them that harboring this PC within any Vistani camp would likewise condemn that camp to the same fate.
