I've been thinking of a (Outer Plane) Plane-based campaign as well. The one I'm currently running is based on an alternative cosmology in which alternative Material Planes have an abundance of portals between them and anything related to the Outer Planes is actually a part of a "mikrokosmos"; essentially the Realm of Dreams. The challenges of the Planes are indeed interesting in that most of them seem to require finesse from lowish level characters. Have you considered the campaign focusing on settlements like the various known cities in the Nine Hells, or simply "planar wilderness"? Personally I prefer the first approach simply due to the relative civility of encounters in urban settings compared to wilderness settings. My approach will probably be to set a semi-permanent base in Sigil and roam the Planes from the City of Doors on errands or to fulfill personal ambitions. Which brings me to a problem I'm having: does anyone know any good resources regarding the Outlands? I have the Manual of the Planes (3.5) and Planar Handbook (3.0) and I also use Planewalker.com but there seems to be next to no information about things like the various plane-bound towns. In a campaign in which I was a player (it ended), we came across Bedlam and Curst and gaining information was a pain. Luckily I've played through Planescape: Torment, so Curst was not wholly alien to me. The OP's idea seems very viable to me. Do keep us informed on how it works out?
