Like a lot of sci-fi, 40K seems to be a setting where people would start off with a fairly mature set of abilities, rather than at the lowest rung on a 20+ level ladder, so the advancement paradigm is sufficiently different that the work required to shoehorn it in might just as well be spent on a new system.</blockquote>
