Since 9 is far more than half of 9 minus 2, then it's impossible even to Empower an Eldritch Blast. Maximize and Quicken have even higher prerequisites, so those are out the window as well.</p><p></p><p>WotC just kinda showed everybody how little they check their own work (in case they didn't already know) with the release of Complete Arcane. It's a great book, there's just one or two things that don't make any sense.</p></blockquote><p></p>
